




Quentin Hart was born and raised in Waterloo, Iowa — a city that taught him the meaning of hard work, resilience, and community. His father, Grocee Hart, worked at John Deere for 33 years. His mother, Lillie Hart, served at Allen Hospital for over 30 years. Their example wasn't about titles. It was about showing up, every day, for the people around you.
Those values carried Quentin through his education — earning his Associate of Arts from Iowa Central Community College, a Bachelor of Arts in Sociology from Minnesota State University Mankato, and a Master's in Postsecondary Education from the University of Northern Iowa. They guided his work in higher education, where he spent nearly two decades helping students navigate access, opportunity, and belonging at Hawkeye Community College.
And they defined his decade in the Mayor's office — where he served five terms, made history as the first African American Mayor of Waterloo, and helped deliver over $200 million in investment and infrastructure to a community he has always called home.
Today, Quentin is married to Cassandra Hart, an educational leader and partner in everything he does. Together they are raising three children, and together they remain committed to the same thing his parents modeled: showing up for the community, and leaving it better than you found it.
In 2026, after a decade as Mayor, Quentin Hart made a deliberate choice: carry everything he had built into a new chapter. Hart Civic Strategies is not a departure from that journey — it is its natural extension. A platform to serve more communities, advise more leaders, and help more places move from vision to action.
From educator to mayor to civic strategist, Quentin Hart has spent three decades in service to communities locally and across the country.
